GIZ anunță concurs pentru angajarea unui consultant regional în programare și planificare

The German Development Cooperation through GIZ is looking for a Regional Planning and Programming Advisor within its „Modernization of local public services in the Republic of Moldova" project.

The Advisor will support the activities of the Regional Development Agency Center (RDA Center located in Ialoveni) in the area of Regional Planning and Programming (RPP), and will be working directly in the premises of RDA Center.

The main responsibilities shall include:


  • Advise RDA Centre specialists, public servants, local public council members, private sector representatives and civil society organizations on: participatory planning and budgeting, regional development, inter-municipal cooperation, monitoring and evaluation, gender equity, between others;
  • Support the Senior National Advisor and National Advisor for Regional Planning and Programming as well as subcontracted consultants in all matters of Project coordination and communication towards regional planning and programming;
  • Ensure smooth Project implementation including support to project events, national and international experts' missions;
  • Facilitate/mediate the relationships and communication between GIZ and RDA Centre.


Required qualifications:


  • BA and/or Master's degree in Law, Public Administration or equivalent;
  • at least 3 years experience in RPP within international development area;
  • detailed knowledge of administrative and government structures of the Republic of Moldova;
  • be able to work autonomously and on own initiative while reporting regularly to the Project Manager and direct coordinator;
  • proven ability to identify opportunities and to effectively manage relationships with media representatives, government officials and other GIZ partners;
  • excellent interpersonal, organizational and time management skills. Ability to interact effectively with all levels of the organization. Mature initiative, tact and high sense of responsibility;
  • excellent planner and implementer, capable of withstanding pressure and meeting tight deadlines;
  • good command of written and verbal English and Romanian; Russian or German would be an asset;
  • excellent computer skills (MS Office, Outlook, Internet and other);
  • willing and able to travel inside and outside the country for event support, when needed (driving license category B).


Applicants have to be citizens of the Republic of Moldova, residing inside the country for a period of over 6 months before the date of application.
