On 6 July 2015, in Ialoveni was held a seminar on 'Public procurement - private sector opportunities through optimization and association', organized for representatives of the private sector from the center of the country. During the meeting, Anja Theurer, Sequa international expert, told the participants about the successful conduct of the public procurement process by optimizing the organizational structure of the enterprise in Brandenburg, Germany. The expert referred to the public procurement legal framework in Germany, knowledge management within an enterprise, but also the fact of building communication with the public sector.
Torsten Stehr, Sequa international expert told private sector representatives from the CDR about corporate networks and groups of service providers - the result of a successful cooperation between the Chamber of Commerce and Industry of the Republic of Moldova (CCI) and Small and Medium-Sized Enterprises (SMEs).
The event was attended by representatives of the Centre Regional Development Agency (RDA), Public Procurement Agency (PPA), Chamber of Commerce and Industry (CCI), German Development Cooperation through GIZ and private sector representatives from the centre region.
Sergiu Golovco, public procurement specialist of Centre RDA and the moderator of the event informed the seminar participants about the characteristics of the association agreement used in public procurement procedures in the Republic of Moldova. He mentioned that one of the legal means by which economic operators may participate in public procurement procedures is the joint bid. Economic operators have the right to associate in order to submit a joint bid, without being obliged to formally legalize their association. The specialist of Centre RDA also said that the public procurement law does not limit the number of partners.
"Today's event was held successfully and highlighted the opportunities for the private sector in terms of public procurement. Today, with the support of development partners, we have achieved a successful project in public procurement through tendering in association or consortia, which aimed to improve capacity through collaboration of CCI and SMEs, in particular as related to international and national experiences. By implementing this project in the Centre Region, but also participating and organizing numerous trainings in the regions, we disseminated the information and provided assistance both to LPAs and private sector in this field", said Sergiu Golovco, public procurement specialist within Centre RDA.
Complementary private sector support is provided by sequa consulting company, in partnership with the Chamber of Commerce and Industry of the Republic of Moldova (CCI) and its local branches. The events take place with the financial support of the European Union, offered within the project 'Modernization of local public services in the Republic of Moldova', implemented by the German Development Cooperation through GIZ in partnership with the Ministry of Regional Development and Construction (MRDC) and North, Centre and South Regional Development Agencies (RDA).
